The Director General of the National Oil Spill Detection and Response Agency (NOSDRA), Engr. Chukwu Emeka Nwoke, has expressed concern over the insufficient overhead budgetary releases that are hindering the agency’s ability to fulfill its mandate effectively. He highlighted the severe impact this financial shortfall has on the agency’s operations, particularly in implementing the National Oil-Free Contingency Plan to address oil spill incidents in Nigeria.
This issue was raised during a project defense session organized by the Ministry of Environment with a legislative committee. Nwoke emphasized the critical need for increased financial support to manage oil spills and protect the environment.
He attributed the funding challenges to the envelope budgeting system, which restricts NOSDRA’s financial capacity to respond adequately to spill incidents. This limitation hampers the agency’s ability to mobilize necessary resources for spill detection and response, undermining its overall operational efficiency.
Engr. Nwoke discussed the issue with Senator Ned Nwoko, the committee chairman, who represents a region severely impacted by oil spills. Nwoke expressed hope that the committee would recognize the urgency of the funding issue.
In response, Senator Nwoko assured the NOSDRA team of legislative support to tackle environmental concerns. He also encouraged the agency to explore alternative funding sources to ensure that it can continue its essential work in managing oil spills and safeguarding Nigeria’s environment.
